Looks like a concept film to showcase an idea in progress. The article mentions the "Vanishing Cultures" project but does not clarify whether it's coincidental to the VCProject of the same name:

It won't be cheap to design, develop, construct and operate the camera, so unless the project conceptualizer is independently wealthy, or has (or is recruiting) sponsors, it would be just something neat to think about but never materialize.

I think it's planned but not (yet) built. The writing on it all looks future-tense, and you'd think if the thing were built they'd include photos of it and not just renders. But I don't see any reason they shouldn't be able to do it. There are ways to order film in any Kodak emulsion in any size (limited, I'd assume, by the width of a master roll, which I believe is four feet and six or eight inches - and the frame size on this camera would be 4.5'x6'.
The "normal" focal length for that camera would be 7.5' (equal to the diagonal of the frame) so I guess the portrait focal length would be 15' or more (35mm equivalent 100mm+)? Anybody know how to figure out how far the model should be from the film back?

It's not. "Digital model" means somebody mocked it up in 3D and rendered it. It's actually a film camera.

OK... but who could fabricate the lens for this behemoth?
The illustration shows the camera being used outside in bright sun. Objects placed out in the sun undergo thermal expansion, so it could prove very difficult to maintain a sharp focus with a very large camera whose components are changing in size as the sun warms them up.
