Cropping issues with RAW image shot on D200

I know d200 has a 2:3 ratio which should means I would have no problem getting a 4x6 image printed without loosing any of my composition. I don't know if it's from shooting in RAW or what, but I try loading in my photo labs ROES software for a horizontal 4x6 image and the top and bottom are cut off.
I went back to the photo and tried to manually adjust the measurements, but it formats it with the constrained proportions selected in Photoshop to 4x 5.33 or 4.55x6.
What could I be doing wrong? It's very frustrating! Let me know if you need more info. to help with the problem. There must be something I am overlooking.

It's either cropping the feet or cutting off the lights and sign on the top.

How did you create the JPG you've attached here?

I transfered it from Bridge. It opened it in Photoshop and I saved it in Photoshop as JPEG. Even as a NEF file I had the same cropping issues.

I'm glad you asked that, I just realized I had adjusted my crop ratio in Bridge before opening in Photoshop. That was my problem.
