I have a CL but the meter doesn't work, and I cannot buy batteries for it anyways. Is there a way to disable or remove the arm so it can be quieter?

Of course there is, but I don't think it will be any quieter.

DAG or Sherry can repair the meter and adapt it to another battery, which will make it a wonderful self-contained camera.

You can use Wein Cell batteries. They don't last more than a few months, but they do work.

Sherry has all the Leitz official repair parts and will get it back to new.

Or, as already stated, if you only use your camera occasionally, and it is fine otherwise, just use a Wein cell. What Sherry does is to recalibrate the camera's meter to work correctly with currently available batteries.

Eventually, the meter cell dies and has to be replaced. If yours has never had the cell replaced, it will likely need that done to be operational again. Sherry should have the part. Talk to Sherry on the phone or via email, and she can give you the options for battery replacement (Wein cell, recalibrate to accommodate 1.5V silver oxide cell, CRIS adapter, etc.) to help you make the best choice.
