I,m trying to fire a SB-800 and 3 SB-600 off camera using the on board as a trigger. It has worked in the past but for some reason the on board still fires. I know that is should work but I must be overlooking something. I have looked at other posts but I could not find a solution. Thanks for the help.

If the on-camera flash is set to "--" it doesn't really contribute to the exposure. The flash it gives off is the command to the other flashes to fire and what level to fire at.

Jake, when I did this a few weeks ago, the on-board of my D700 would not fire at all, Now it is using the pop up just like it did not recognize the change. I must have a setting wrong somewhere, I just can't find it.

the pop-up has to flash, even in -- mode since that is how it signals & controls the SB's. it will have minimal contribution and u can use the SG-IR3 shield if required.

if the pop-up is flashing at high power, yes, you have something wrong in menu somewhere.

Jake and Howard are right - the pop-up flash has to fire in order to signal the remote flashes. You mentioned it not firing a few weeks ago, but assuming you had the camera flash set to commander mode, it did fire and you probably just didn't notice it.
