I like the effect of the sky and water, but I think it might be better if you manipulated the foreground a bit also.

I think the sky you touched up is taking too much place... 75%, it is a very very very large part of the picture, isn'it ?
I guess I am the only one here, but I hate such modification of digital file. Hey, put some swirls in the sky of any shoot, and post it here and wow, what a beautiful picture...
You have loads of marvelous landscapes, why are you trying such bad modification ?

Robert is right... the sky does have a very Van Gogh appeal. That's what attracted my eye. i like your approach here. However, I would have maybe feathered or faded in the sky so that there isn't such a harsh, drastic line between the ocean and sky. It tends to split the picture for me. Very cool and artistic approach. Thumbs up to you. 6/7
