Photographer's Request for Critique

Saturday night meets Sunday morning
Just wondering what any of you shutter bugs think of this image.
I went out for a walk and took some shots of people as they were
walking about downtown or drinking on patio's. Most were very happy to
pose.
This guy was in fine health and posed as I asked him to.

The image is good but for street photography. I am not sure I understand what you are trying to do with the over saturated color? Can you explain before I rate?

I'm usually not fond of on-camera flash and the flat lighting it produces, but I like the effect for the mood of this photograph.

I really wasn't aiming for any type of effect in particular. I just stopped when I got to this point. Looks kind of like the moment when the police cruiser quietly sneeks up and sticks on the high beam. The guy was completely sober but I wanted a "one too many drinks look" he is sitting outside a bar next to a "Pay Here" parking booth.
Over saturated is the conveyed state he is in, so it seemed to fit for my eye.
